Description

In NOvA we make use of ROOT TTimeStamp objects for validity ranges and to make nice user readable formats of the time stamps. They require two arguments in the constructor, which are the upper 32 bits of the Timestamp value and the lower 32 bits of the Timestamp value. Can we have methods that return each of those separately so that we don't have to do it ourselves?

Implement timeLow() and timeHigh() per issue #996.

Make class implementation consistent, efficient and fully inline-capable.

Improve test.
