Moving old operation documentation from OLD CMS-T1 WIKI.
Though it is in foswiki, yet it is read-only.
Create https://cmsweb.fnal.gov/bin/view/Software/VulcanOperationManualOld
Basically copy and paste the content from the readonly source, then modified the new page there.
Keep the content up to date.
