Turns out, that's just a permissions change; Now Reporters can watch tickets.
(technically, this means they can add and remove random watchers, but I don't
think that will be a problem.)

My hope was for it to be possible for any registered user (not necessarily one registered with that project) to be able to watch a ticket for a public project. The change you made could probably be made to work, though. Does one have to be registered specifically with the project to enter an issue? Again, we'd like to have users of art submit issue, not necessarily developers or registered reporters.
