Description

Add an option to add-repository to only create the repository without doing the snapshot. It can be continued later with the existing "continue" command. This is needed for re-installing a machine from scratch without redownloading all the data.

Note: this will need to be used from generate_replicas for the osg/egi repos as well as the initial creation of cern repos.

This should probably only create the repo on the machine it is run on, not both, so a single machine can be installed without interfering with the other. The add-repository continue command for each repo, which will affect both machines, should be run after mounting the old data, but only on the master and only if .cvmfspublished doesn't exist, for the purpose of initial download.

This should also recognize if the repository data already exists, move it temporarily out of the way while creating the repository, and move it back into place after it is created.

Added -h option in cvmfs-hastratum1-2.2-1 to install on only half it is run on. If the repository data already exists, use it. The initial snapshot is still done on the half it is run on, if it hadn't already been done on the existing data.
