Essentially I want to answer the question of how many CPUs are sitting idle vs. how many are sitting doing (useful?) work. Counting the number of glideins is not so interesting to me as an operator as counting the numbers of Cpus the glideins are actually controlling. Does that make sense? A hundred 32-core idle partitionable glideins are a big deal, while a hundred idle single-core glideins really aren’t. I am really interested in an overview here … a plot like the one we have counting glideins, but weighted by Cpus.

Made changes and committed to v3/7199-3615. This branch also includes changes related to * #3615 which I have reviewed and look * #6899

Testing for done on SL6 only
