Add verbosity on fast cloning status in RootOutput module

Description

Since the performance of RootOutput module dramatically depends on whether fast cloning is active and since this can be automatically toggled on or off for a number of more or less involved reasons, it will help to have RootOutput write on screen:
- the fast cloning status as requested from the configuration (suggesting LogInfo level)
- any time the fast cloning status is automatically changed: deactivated (partial input file read, resorting of the baskets, ...) or reactivated (new input file...); together with the reason of the change (suggested LogWarning level)
