Description

If a FE admin wants to force between fixed and partitionable slot layout,
it can set it with the SLOT_LAYOUT variable.

But doing so in the global namespace, it will affect both multi-core and single core glideins.
Likely not what they expected.

One can get around this with complex config tricks, but it should not be needed.

I am proposing we add a change in the logic;
the SLOT_LAYOUT is only used for glideins where NUM_CPUS>1.

We can add a knob that can override this behavior for FEs that really want single core partitionable slots
(e.g. for testing), but one has to explicitly enable that.
I would use
FORCE_PARTITIONABLE
name for this.
