Description

Minerva uses dagnabbit.py for a lot of their workflows, they need a way to generate dags on the jobsub HA server.

D0 would like this for data preservation as well. Can you put it into the 0.4 release?

Unless this is absolutely critical I would prefer to put this in v1.0. Want to avoid delaying the release if possible since adding DAGs may mean new interfaces and some changes to core components.
