Make full use of the file renaming feature(s) in art

Some time ago, the DarkSide-50 experiment requested the ability to rename an output disk file when it is closed, and additionally to move it to a special directory that indicates that it is complete.
Initially, the RootOutput module in art (that is used by ds50daq and other artdaq-based DAQ systems) did not support this, so a couple of scripts and a cron job were created to handle this (on the dsag computer at LNGS).
In the meantime, this functionality has been added to art [see Issues #4357, #4031, and #3189]. However, full use of the new functionality in art has not yet been taken advantage in artdaq.
The purpose of this Issue is to request that artdaq be modified to take full advantage of the file renaming and moving features in the art RootOutput module, and to coordinate the rollout of this functionality for DS-50 at the appropriate time. (We should probably file an Issue in the ds50daq Redmine project for the latter.)

Closing this Issue since this functionality has been available for quite some time and there is nothing in artdaq that specifically needs to be changed to support its use.
