EquipDB 'System is in DHCP Networking' flag not set by SNOW personal owned device registration

Description

When I register a personal device using MISCOMP web forms, the 'System is in DHCP Networking' flag gets set for the newly created device. When I use the SNOW form to do the same, this flag is not set. It may be that this flag is not important?
If it can be confirmed the flag is really not used anymore, then this bug should be rejected.

We should always set this flag. Shirley will change in EquipDB but not pass it to ServiceNow.

Marking as High as this does not have to be fixed when we install just the plumbing.
