Output file renaming doesn't fill run/subrun number for files with no events

Description

For files with no events, or with all events filtered out, output file renaming puts "-" for the run and subrun number.

Can we have the correct run and subrun recorded instead? This information is still available in the file even though there are no events.

The current behaviour is very bad for bookkeeping purposes.

This behavior has been corrected with 5d249ebddca52ca06b4875635f8e6b35dd282ceb.

There is one caveat: if there are runs but no subruns or events, then %s and %S will still substitute -.
