Description

Note from Bryan:

In the decoder, if it finds a Beginning of Spill event before it comes across a (1) spill counter event) or a (2) slow control event, the decoder cannot know what the actual spillID is. The default value for the spillID variable is 0.

I've changed Seascape so that it excludes spillID=0 values.
