Tag removal remnant

It appears that when you remove a tag, the tag still exists in the eyes of the 'tags' list. Thus if all objects of a particular tag are de-tagged, then you are taken to an empty list!

While I can see benefits from this tag permanency (suppose you want to know everything that HAD BEEN in the queue for program X), currently it does not serve this purpose. While the link states the number of items that HAVE BEEN tagged, clicking on it takes you to a a list of the items CURRENTLY tagged. There is no way I can see to select the previously tagged items from the web page.

I tried replicating this by tagging this SN with "test_tag" :

I went to the tag list view on the ATC web app, but I don't see it listed at all. This is what I would expect to happen. Maybe I don't understand the issue?

I checked the code and only targets with a true tag status should be included in the count of targets tagged. Let me know if I don't quite see what's going on here.

Side effect of updating the tags table on the MR schedule. Could be fixed with atomic incr/decr for affected tags in between MR jobs. Deferred to post-season.
