How to make sub-projects coherent?

I need to be able to tag issues by sub-project. The only way I saw to do this was create a set of sub projects under: https://cdcvs.fnal.gov/redmine/projects/401-lhc-cms-detector-upgrades-project

Q1) how can I make sure the various configuration settings are uniform for all sub-projects (e.g. issue categories, etc.)?

Q2) can I configure the issue submission form to our specific needs:
https://cdcvs.fnal.gov/redmine/projects/401-lhc-cms-detector-upgrades-project/issues/new

For example under "Tracker" I'd like to have
-- Resource change
-- Schedule change
etc.

I also need better workflow items on Status:
-- Approved by L1 Manager
-- Approved by L2 manager
etc.

Any news on this?

It is particularly annoying that the issue "Category" cannot be automatically the same for all projects.

This means that filters at the top level think a "Cost" issue for one sub-project is a different category from a "Cost" issue for another sub-project.
