Description

From the dog and pony show:

- Implement the "global blocking group" feature in NCIS.

The global blocking group will contain a list of network devices (switches and wireless controllers)
that will be used for all FBI block requests. When FBI queries NCIS to find which
devices to block (given a particular MAC address), the closest device from the current connection
will be returned along with the contents of the global blocking group.

- Add end_host_filter for vlan, if_name, ap_name.

This will duplicate the NodeLocator functionality of finding
all end_hosts connected to one particular network device port.

- Add links to MRTG plots for end-host switch connections.
