Write configuration information from PMT and other system management scripts to disk

This was a request from Alessandro: Before we integrate the ds50daq system with System Control and start writing run conditions information to the database, it would be good to have a record of the run conditions for each run. The request is to have the scripts that we are currently using write information to disk files.

I'm not exactly sure what information should be written, or where it should be written, but I suspect that simply writing the Initialization strings that we send to the DAQ processes would be a reasonable start.

I'm also not sure if Alessandro has modified the existing scripts to write something to the DB, so we should double-check with him before we do any work on this.

When this was first requested, it was in lieu of writing information into the database (until that functionality could be implemented). In the meantime, we have added logging of initialization information in the PMT and individual DAQ process log files, and that may be all that is needed, for now.

I believe that the verbose option for the manage*.sh scripts (which writes out the configuration) and the storing of the CFG data to the DB is sufficient.
