glidecondor_upgrade and Condor 7.9.X do not play well together
Looks like glidecondor_upgrade and Condor 7.9.X do no play well together:
root@submit-5 ~/upgrade-condor# /root/glideinWMS/install/glidecondor_upgrade /root/upgrade-condor/condor-7.9.6-x86_64_RedHat6-stripped.tar.gz
/root/glideinWMS/install/../lib/condorExe.py:17: DeprecationWarning: The popen2 module is deprecated. Use the subprocess module.
Will update Condor in /opt/glidecondor
File '/root/upgrade-condor/condor-7.9.6-x86_64_RedHat6-stripped.tar.gz' is not a condor tarball! (found 'condor-7.9.6-x86_64_RedHat6-stripped', expected a subdirectory'
For whatever reason, this test fails:

Looks like the new tarballs have dropped the trailing slash from the dir name:

Make a few changes in the code to fix the problem.
Committed in branch_v2plus_3865.
Please review and let me know if and when I can merge it into v2plus and master.
