FileCatalogMetadata service doesn't set file format.
FileCatalogMetadata service doesn't set sam metadata attribute "file format."
The requirements proposal also mentions "file format era" and "file format version," which are also not implemented in FileCatalogMetadata. I'd suggest to review whether these last two are really necessary, as there is currently no built-in sam metadata attribute for them.

According to notes from the meeting on 2013-06-18:
File format is not actually required, but can be generated by the output module. In the case of
RootOutput, this will be, "root." Items
format_version will also be added.
format is optional, this issue has been put on the feature tracker instead of the bug tracker.

A suggestion: it seems to me that plain old "root" is not a good name for a file format (maybe the name is already defined and I don't understand). It seems to me that you should decorate the name since people might want to stick plain old root files, with user defined TTrees etc into SAM. Maybe artroot or artrootv1?

file_format_version are now specified for the experiment to use as they will.
