Description

Pylint expects code to be in .py files; we have binaries in a few places (factory/tools, glideinwms/install, creation).

Any objection to me giving them the .py extension? If this is too surprising, I can add symlinks.

Users should not be exposed to the specific implementation (i.e. py).
No extension is thus better, in my opinion.

Plus, changing any exe name will break any scripts people have put in place.
I know this is for v3, but it is still not ideal.

I've updated the NMI tests to take into account explicitly non *.py scripts.
