Transferred state for delivered files.
The station says a file is "in use" for the whole time between giving it to the process, and the process releasing it. But this conflates two things - the time the file is being copied from the cache to the local node, and the time spent processing it. The latter is important for things like recovery projects, but the former is the period where the file is physically being used. Once the transfer has finished the station is free to delete the file to free up space, and if we're trying to do load balancing then from that point onwards it's not causing any load. So it should be possible to tell the station that the transfer has completed. As well as the aforementioned reasons, having this would also help with monitoring. Unfortunately, changing this involves modifying some of the more complicated file handling bits of the station.
