Add GRIDMANAGER_PROXY_REFRESH_TIME to the Condor-G installer
Condor-G has a nasty "feature" that it will not re-delegate a proxy for a job until there is less than 6h left at the remote side,
even if it has a much fresher proxy locally.
While that may work fine for some users, it is a killer for glideinWMS.
Starting with 7.8.X, Condor-G now has a know to change this:
(thie knob is noop for older versions of Condor)
The proposal is to set it to 1 week, to account for even the longest of the FE proxies.

Changes have been made to the q/a and ini installer and the documentation
of the condor_config attributes for the WMSCollector.
As a note, this change was initiated by Condor ticket 2792:
and was released in Condor 7.7.5.

Changes are still required to the Factory rpm template for the
Igor... after your review, can you reassign this to Doug so he can make
the changes in the rpm. Once you approve these changes, I will merge
these chandes to branch_v2plus and v3. We should wait until Doug has made
his changes before showing this ticket as 'resolved'.
