Fake Data Event Building

Description
Create a process which generates fake data continuously, emulating the behavior of the XMIT-to-PCIe hardware. Actual communication with a PCIe card is not required. The appearance of data in PC memory will look just like real data to the SEB processes. This process could be constructed to create both streams - triggered and SN - pushing data to the SEB asynchronously - just as will happen with the real hardware. This PCIe-emulator can run in combination with a single real hardware crate, simulating a multi-crate environment before multiple crates are delivered to DAB. Additional daq-pcs can be added, to exercise multiple data streams from multiple PCs. Development of the full upper level DAQ can then proceed with the ability to exercise the system in a configuration similar to the final one, without requiring the use of final front-end hardware.
