Tracking the number of served requests

Description

It is currently very hard to know how many sites is the factory serving.
Or how many active frontends it is serving.

These numbers are often more valuable than just the total number of jobs being served.

I am thus proposing to add a new RRD that tracks just that...
with attributes along the line of:
nr_entries_with_any_jobs
nr_entries_with_running_jobs
nr_fes_with_any_jobs
nr_fes_with_running_jobs
nr_entries_fe_pairs_with_any_jobs
nr_entries_fe_pairs_with_running_jobs

I would be happy to implement it, if we agree it is something we want to do.
