Description

While trouble shooting a different issue, I saw these messages in the
the glidein pilots stderr log on the worker node:

(28 of them)

Traced it back to this statement in condor_startup.sh:
line 160 condor_env_entry=`echo "$condor_env_entry" | awk "{gsub(/\'/,\"\'\'\"); print}"`

It was introduced with this commit: 702609b1abd61777ce6188288b1081c1cd62cdc6

Not knowing what this is really going after or if it is actually a problem,
I figured it should be handled by the commiter.

Tested today with privsep and non-privsep.
Appears fixed.
