switch names for wireless access points do not need to be FQDN

Description

The names of wireless access points appear in the NIMI database in the switch_table_intervals. Some of these wireless access points have names that contain underscores.
For example:

nimi=> select distinct(switch_name) from switch_table_intervals where switch_name~'.*_';
switch_name
------------------------
w-td-ib2-wrapping_room
w-ib2-wrapping_room
spare_S17163
(3 rows)

When constructing a BlockablenetworkConnection object, the switch name should not be checked against rules for a FQDN.
