TIssue exemption workflow changes
GOAL: use ServiceNow to track the request, approval, etc; and use TIssue to create the actual exemptions.
TIssue will persist only the request_number from service now. TIssue will provide interface(s) as needed to allow ServiceNow to create the exemption.
In the short term, TIssue can create service desk tickets when a request is created (ticket to approver), and when a request is approved (ticket to admin to actually create the exemption); longer term, however, the request/approval/etc. should result in a "createExemption" command that can be issued by the service desk.
