Add support for sbnd_data to become a git repository and have its own Redmine page

Currently sbnd_data is not tracked in git, reason being that git is not well supported to track binary files. The sole purpose of this ups product.

It also lacks a Redmine page, or it's deeply hidden --I looked--. I don't see why it doesn't or can't have a Redmine page.

It is a ups product and a dependency of sbncode.

What I'm proposing is to create a git repository of sbnd_data with the usual ups folder and data folders tracked with a tool that tracks metadata and symlinks. This way if there are changes to the data files git status will show that there has been a modification, although not being able to tell what the actual change was.

There are two popular open source tools for doing this: git-annex and git-lfs
