Description

Currently, std::cout is used in Fragment.hh to announce that a RawFragmentHeader upgrade is proceeding each time a Fragment header field is accessed from an old data file. These should be TRACE calls, assigned to a level where their printouts do not overly interfere with program output.

Replace std::cout with TRACEN call to avoid repeatedly printing upgrade message during eventdumps when header fields are being accessed. Resolves #23299
