Description

We could have a $UPS_DIR/bin/failed_setup script that fails, and
return it instead of /dev/null...

The exit code of "setup -B" in the case where the correct product and version is already set up should be distinguishable from the exit code in the case the the wrong version is already set up.

Added a makefile change to
create a $UPS_DIR/bin/setup_fail and $UPS_DIR/bin/setup_win, which we return instead of "/dev/null"
to indicate a setup that does nothing and should fail or succeed.

Then changed upsutl.c and
similarly in upsact.c to return the appropriate setup_fail/setup_win instead of /dev/null.

The other changes in that revision are compile warning clean-ups.
