Description

When the -n flag is included on a jobsub_submit command, it returns a confusing error instead of just noting that the jcl was created at /fife/local/...

I think a good argument could be made for changing the behavior of -n to being the same as -N, since they are easily confused (see INC000001084771 for example), and -n/--no_submit has no real use for users, since it creates the jcl file somewhere they can't even see it or fetch it.
