Frontend does not check that the pilot proxy exists before using

Description

I have pilot proxy files specified in the frontend.xml config that do not exist but the frontend still tries to use them. The frontend globals advertise fails completely with messages in the err and debug logs. There are also request classads for the non-existent proxy files but I don't see any errors related to these.

This is fixed in master branch:

If a credential file is missing, it reports an error and still advertizes the global classad with any remaining credentials. It now only advertizes the client ads with files that existed. If the proxy files (or keyfiles) don't exist, it skips the client ad.
