Bug #21031: jobsub_submit allows more than one --group argument
Take the unique_store stuff out of release 1.2.9's code
unexpected behavior of test jobsub_submit, current version does not do this

This is done.
I took out the jobsubClient.JobsubClientOption class, and then the unique_store action from the applicable options in each jobsub client executable.
I tested jobsub_submit, q, hold, release, rm, fetchlog, and fetchlog --list with GROUP=nova, and using --group=nova. This worked in my tests.
The changes are committed to the repository in branch 21779.
