Description

As part of a workflow that NOvA is working on, and discussions with the art team, we would like to request a new minor version of art.

Copying from an email chain (Kyle):
The change we referred to was removing some persisted metadata that used to tell the framework to “forget” a given data product and its descendent products when reading the output file during a subsequent job. After some exploration in our code history and after some discussions among stakeholders, it was deemed that restoring that ability would be useful. Removing the metadata storage altogether is therefore not an option, but art could likely support a configuration option for RootOutput that would disable its persistence.

We would like to request that this change be made to the _art_2 series.
If at all possible we would ask that this is done before the end of the year.

Based on preliminary explorations. This feature request is not just for the branch children, but includes disabling parentage in general.
