Description

Reorganize the "page_header" links on the left side of the TIssue admin pages to make more sense (i.e., flow in some sort of logical fashion with things that are related to each other being close to each other on the page). Reduce the number of separately maintained ("copy and tweak") files in the dtml directory by using internal logic to determine which things should be shown (admin vs. regular user).
