More makefile problems: the assumption that we are using the checked-out db, etc.

Description

I am trying to cut a patch release of tissue_gui and ONLY tissue_gui. (change to one template file). The release script is failing because it assumes that tissue_db is checked out in a parallel directory, which is NOT true. I am ONLY cutting tissue_gui and want the tests to run against the INSTALLED tissue_db. Makefile is trying to "cd ../tissue_db" when it should "cd $TISSUE_DB_DIR".

I was able to fix this in tissue_gui by changing the makefile from "cd ../tissue_db" to "cd $(TISSUE_DB_DIR)". Corresponding changes should be made wherever else is needed (assigned to Michael).
