Description

If there are no buffers available for SMER to read, instead of polling every 100 us for the timeout, SMER should do an exponential backoff, to a specified maximum time. This scheme supports high-rate situations, but helps conserve CPU resources in lower-rate cases. The implemented maximum sleep time is 10000 us.
