Move IFDH commands into config file

Description

Right now, in the jobsub dropbox cleanup tool, the ifdh commands are run by calling a general IfdhCmd function that will

1. Grab the IFDH executable from the config file
2. Grab the command and arguments from the func's own arguments (e.g. "rm <file>")
3. Put those together with a context and run the command as an exec.CommandContext.

(2) is done by higher level wrapper functions for each kind of ifdh command (ll, rm, rmdir). I want to generalize this so that we can move the creation of the argument string of ifdh to the config file as a template (similar to how voms-proxy-init commands are done).

This is a low priority item.

Moved this to 1.3. This is more of a "we'd like to do it", but is not necessary. Also, depending on the changes needed for the new rapid code distribution system, we may or may not change this.

Closing this. Since we're transitioning to using the Rapid Code Distribution service, it doesn't make sense to develop this functionality for the Jobsub Dropbox Cleanup tool.
