Description

The idea is to update the periodic_remove with something like:

JobStatus==2 && EnteredCurrentState > GLIDEIN_Max_Walltime * 1.5

Actually GLIDEIN_Max_Walltime + 12hours might be better.

Marco, I am putting the targeted version of this to 3.5. It might be this patch is not necessary. I realized today there is a PREEMPT attribute (default to false and not set in the factory) that can explain why glideins were running after the walltime: user jobs are not preempted..

Please review the documentation. I decided to keep the PREEMPT attributes around since they still make sense because of the 12 hours buffer.
