Reported counts of pending files are confusing when there are multiple destinations

Description

The count of waiting for tape and other pending are exclusive, which is confusing when there are multiple destinations - a file that is waiting for tape and still in the copy process somewhere else will not appear in the other pending count.

My feeling is we should report the total number of pending files of all types, and then the inclusive counts of waiting for tape and others separately. The former may be less than the sum of the other two, which could also be confusing, but I feel the actual number of files without double counting is useful to know. Aside from being confusing, I don't think the current behavior is very helpful.

Changes in a2c93779 : there's now an "In progress" which is the total number of waiting or in transfer files (no double counting). The "Other" category, which is the old other pending, is now counted inclusively, so that plus the tape waiting may add up to more than the total in progress.

The summary box now looks like this Summary box which I hope is clearer at showing which are sub categories.
