Remove the compiler qualifier from sbndcode

Description

The compiler qualifier (currently e14) is obscure to most of the users, and currently irrelevant since LArSoft has multiple versions of compilers extremely rarely, and SBND is not planning to have that any time.
The idea is to remove that qualifier from sbndcode.
If in the future there will be an alternative set of compilers (like a "native" Clang compiler), we'll have a default compiler and users will need to explicitly specify a qualifier only when they need to use a non-default compiler.

The first step is to publish a branch without a e14 qualifier.

A branch feature/gp_NoCompilerQualifier has been published for sbndcode and sbndutil repositories.
They support only prof and debug qualifiers.

Next step is to see if the deployment system can live with it.
