Simplify queries where some terms are known to be false

Description

Some queries are complex, but contain clauses that are known to be false (usually parameters that don't match anything). PostgreSQL doesn't seem to do very well executing these. If any term in an "and" expression is false we can simplify the whole expression as false, which can greatly speed up such queries.

Simplify and clauses where one of the terms is just false, since this means the whole thing is false - resolves #17834
