Elevated privileges needed to create new Remediations

It appears one needs elevated privileges to create new remediations in TIssue.
I'm not quite following the logic on this one. The remediations themselves, as I understand, are just rows in a table, and are not even associated with an issue code until you physically go in to the issue code and click the checkbox that says "make me a valid Remediation"
Other than that, it's just a harmless list. If that's the case, then it shouldn't be necessary to burden the creation of new Remediations on the TIssue developers; it should be something that the people using the system can administer

It's not just a "harmless list", it is THE list that all detector configurations reference. The TIssue administrators are the arbiters of all new remediations, to make sure that they are grammatically correct, spelled correctly, and do not duplicate an existing remediation.
