Description

The startup script template is the same for RPM and tarball installations.
Working on [#4586] the sourcing of /etc/init.d/functions was added.
According to RedHat this should be added on all /etc/init.d scripts: it cleans the environment and defined some functions (including daemon).
This is causing problems in tarball installations where condor is not in the system path.

The solution is to source the script only for RPM installations (the daemon function is not used for tarball installations).

changes made in rc3 seems to resolve this.
