Warn users who committed code that breaks a CI phase.

Description
In the mailing list of the users who receive the report for the CI build add also the user who did the last commit responsible to break a CI phase.
The user should be warned only if the CI phase that fails, was running fine in the previous CI build.
To help getting information from the previous CI build, the API described in the issue 13911 will take as input:
- CI build
- BuildType
and will give as (XML) output:
- timestamp
- list of CI phase names
- list of the CI phase status
