Description

Both factory and frontend have a custom http configuration (added in /etc/httpd/conf.d/) so they should trigger a reload of httpd.r

Check also that condor reload is triggered

Added also condor condrestart: this is needed instead of reload because shared port configuration is changed and network binding is done only at daemon startup according to Zach.

Looks ok to merge. Also make changes to the spec file in osg-3.3 and upcoming repo. You cannot just copy the spec file as is so you will need to manually make your changes.
