How to achieve quick turnaround to general questions and be more easily accessible, including when people aren't nearby physically. (Like collaborations where people are in Europe.)

Description

If there is a grass-roots effort on the knowledge base recorded via a collaborative tool, it builds up knowledge, like what was done in CMS.
It would be useful to take some of these common questions and answers, and put them somewhere that isn't experiment-specific, a LArSoft place. Have larforum.org, but it hasn't gained traction. A hyper-news tool that allowed people to answer questions, and vote on best answers, would be nice.

Note, most people probably use their experiments' resources which may be appropriate.
Useful general resources have the right answers bubble up to the top.

We have the forum, we have emails, we are cleaning up redmine, if there are other things to do, suggestions should be made in redmine or at the next workshop.
