have server look for 'indowntime' attribute in schedd classadd
Need this for draining and for turning off submission to schedds selectively
from condor_status -schedd -af name totalrunningjobs
to 'condor_status -schedd -constraint '(Indowntime =!= True)||(InDowntime =!= "True")' -af name totalrunningjobs
make an emergency release for whatever is in production( I think 1.2.0) and whatever is on preprod (1.2.1)

created rpm http://web1.fnal.gov/files/jobsub/prod/6/x86_64/jobsub-1.2-2.noarch.rpm which can be installed on production (current is 1.2-1.noarch) which has this feature.
will merge into 1.2.1 to deploy this feature to preprod as well as soon as some other important requested features are ready.
TO USE: in the appropriate condor_config_file for the schedd you wish to not accept submissions:
INDOWNTIME = True
SCHEDD_ATTRS = INDOWNTIME
