Will gallery also have a cross package tagging script?

Based on discussion, there will be an ART_SUITE tag that originates from critic, and a GALLERY_SUITE cross-package tag originating from gallery. Although the ART_SUITE tag originates from critic, the associated tag number will be the art version number.

Proposal: cp-tag will accept a "tag type" option. There will be 3 possible tag types:
art - the same as now for backwards compatibility and in case there is another 1.17 tag
critic - art, canvas, critic, messagefacitilty, fhiclcpp, cetlib
gallery - gallery, canvas, messagefacitilty, fhiclcpp, cetlib

This is the same naming scheme as used by mrb gitCheckout.

Rewrote cp-tag to accept a tag type option. If the tag type is not specified, it is presumed to be art for backwards compatibility. This is now in the head of canvas.

Testing is, unfortunately, a bit dangerous.
