Description

In our discussion with Wes on 09-Feb-2016, it became clear that we can do a better job of illustrating how artdaq::Fragments generally, artdaq::Fragment metadata, artdaq::Fragment payloads, and experiment-specific overlays should be used.

This Issue requests that this work, and whatever related discussions are needed, gets done.

A few initial updates to try to make the use of Overlays more clear (related to Issue #11688).

As part of this, I would suggest removing, or hiding, the dataBegin and dataEnd methods in ToyFragment, in favor of methods that conveniently provide access to the data, such as the adc_value(int index) method that I just added.
