It's time for a mu2e specific art executable. For now, I would be happy with command line options available to lar and nova.

Hi Rob,

Please take a look at the nova application help, and let me know which of the command-line options (if any) you wish to keep and whether you want any new ones. Also, please elaborate on the fhicl file lookup policy you wish to have (we can discuss this face to face if you need clarification).

The request for fhicl was that if "production mode" was enabled, then we wanted to restrict where fhicl file lookup was allowed to look. I don't really know yet what "production mode" really means but I do know that the default should be off. If you can give me a command line option for production mode, with a default to off, then we can experiment. In real life I think we might have a separate executable for
production mode?

Initial version is identical to nova's executable, so does not yet have a "production mode" flag.
